報告認為如果存在這些錯誤即使項目管理本身非常有效項目仍然可能陷入困境或者完全失敗最要命的錯誤往往出現在項目的開始而不是執行階段
報告建議觀察項目的角度應該是能夠如何展開而非應該如何展開(how it could unfold rather than how it should unfold)應用開發人員與業務人員的對話內容應該進一步擴展除了要做什麼之外還需納入要避免什麼成本最高的風險往往是那些最需要花費經歷避免的風險
